Анотація
The present article considers historical and theoretical-methodological approaches to the analysis of information and communications technologies. It is substantiated that basic information process has always followed, and is currently following the patterns of creation (exploring the environment, social processes, scientific cognition and changing the conditions of the environment), recording (science, art, architecture, advertising, literature) and transmission (speech, media, art, advertising, literature) of information. The author concludes that the main carriers of information for present-day human being are digital devices, printed books, official documents, personal letters and works of art. It is noted that digital virtual conflicts and real information-psychological operations can be seen as the main typical examples of information wars. They accompany military conflicts, political and economic processes. Production of contents becomes arguably the main function of the society which provides necessary materials for economic processes, art, military science, public administration, science, religion etc. Almost everyone who participates in social processes is involved in creation, accumulation and spreading of information. Research centers, military units, educational institutions, administrative bodies and mass media become producers of content. It is remarked that the key element in the theoretical model is the notion of information (online) network war which is defined as a complex of information influences between social systems (groups) that are directed to gain certain advantage in economic, military, political, cultural and social confrontations. In its basis, information online-based network war has three key technological aspects: hi-tech, hi-hume, and hi-sensory. Each of these aspects has its own technologies that form specialized lines of research and practical work. It is pointed out that information-psychological operations are currently an integral part of administration systems used in the military, political and economic processes. Due to active virtualization of the mankind, such conflicts are brought to the Internet environment and acquire the format of network-based online conflicts. The methodological basis of this research is the historical method, from the viewpoint of which the theoretical-methodological approaches to the analysis of information and communications technologies were considered
